Urgent Report on ID card project of Korea (November 18)

On November 17, the related law on ID card project has finally passed the National Assembly. Inspite of negative public opinions and vigorous objection of NGOs, the ruling party rammed the bill through the National Assembly.

The Electronic National ID Card(official name- Citizen Card) is IC type electronic ID card. Korean government is trying to issue this card to all citizens over 17, by 1999. people must use this card wherever it is needed such as public offices, banks, police and anywhere if it is settled all part of society. And whenever one uses this card, there remains electronic records about one's performances.

A huge computer networks will be built and connected each other as well. It means various kinds of personal data get concentrated under one system managed by government. One's record of performances are able to be composed within this electronic database. So it enables mass dataveillence system and seriously threatens privacy of people.

The project has been changed in some part. Driver's license, medical insurance card and national pension card are excluded on IC chip. But it is temporary we think, since the card still has IC chip(8 kbyte) same as original project. It is very easy to add other items and data to the ID card system. We believe that the IC chip and computer network is the main source of problem but they remain unchanged.

We, Korean NGO Committee against Electronic National ID Card, will protest the project more fiercely. We'll proceed disobedience movement against the dangerous project. Keep your eyes on the ID card project and situation of Korea, let your collegues know about it. Your active participation is urgently needed for the privacy and human right of Korean people.

Let's drive out the ghost of Big Brother on earth!
