[RRE][RRE} IDRC/Acacia

``` [As Phil Agre has announced, I agreed to moderate for a while to give him a rest from five years of hard and useful work. I've promised him that I'll do my best not to undo those five years of work in a couple of months, but I know that to keep this promise I must appeal to members of the list both to supply me with useful stuff and to let me know when I let standards slip.
Phil's last message by chance dovetails interestingly with my first. His contained Rob Kling's analysis of ordinary citizens' access to the Next Generation Internet, primarily in the US. Mine now points to a report from the Canadian government's Acacia project to establish popular "telecentres" in areas with limited communications infrastructure. The Acacia project concerns sub-Saharan Africa, though this report includes telecentres in Wales, Labrador, and Australia]
