Founder and long-time director of the Electronic Privacy Information Center (EPIC). Rotenberg and Agre co-edited 'Technology and Privacy: The New Landscape' (1997), one of the key early collections on digital privacy. Rotenberg represented the policy-advocacy dimension of privacy work that complemented Agre's more theoretical approach.
