Below is the text of the GIAC WWW page that offers access to the draft documents:

The Minnesota Government Information Access Council (GIAC) is making a number of draft documents available via the World-Wide-Web. Other background documents from last spring are available on the GIAC Gopher. (Updated versions of the information on the Gopher will be placed on the WWW in the near future.) To follow GIAC progress or to leave comments on future drafts of GIAC's report to the 1996 State Legislature please visit the WWW page on a regular basis.

Draft Working Group Reports to the GIAC Composition Team

Information Access Principles Citizen and Their Government - Tools of Democracy Demonstration Projects, Equal Access, and Outreach Regulatory and Tax Policy

Over the last year the Council has been developing principles and recommendations within four working groups. The working groups have essentially finished drafting their principles and recommendations. The above documents have been forwarded to the composition team which includes two individuals from each working group.

The composition team will send drafts back to the working groups and to the Executive Committee to ensure that the spirit of each group's work is covered in the final report. The final report will be presented to the legislature when the session begins in mid-January, 1996.

Public comments are encouraged. All submitted comments about the working group drafts will be forwarded to the members of the composition team. Comments on the the draft working group reports should be submitted as soon as possible. A draft version of the final report will also be made available for comment and will have a specific comment deadline. Watch this page for details and release timeline.

North Star Demonstration Project

A main focus of GIAC over the summer was the August launch of the North Star Demonstration Project from Governor Carlson's office. North Star is the name of the citizen-focused starting point on the World-Wide-Web for government information in Minnesota. GIAC staff, with the Infomation Policy Office and Department of Administration, coordinate the project. North Star has received very positive comments from the public and government staff as well as media attention. North Star and the work of many state agencies and government organizations at all level are helping to illustrate the potential of electronic access to government information and services.
