COMMUNITY STATION SILENCED IN BARCELONA
Barcelona, February 1996 Dear friends,
for the past five years, CONTRABANDA FM has been broadcasting 24 hours a day on 91.0 FM in Barcelona, at 500 watts. Suddenly, on January 19th, a new station belonging to the Barcelona City Council, and which has no legally-assigned frequency, began to broadcast on our frequency, 91.0 FM, at 5000 watts. Our signal has been completely drowned out.
CONTRABANDA FM is a free radio not controlled by any political or religious organization, nor by any commercial interest whatsoever. CONTRABANDA FM is the only station in Barcelona whose studio doors are open to ecological, anti-militarist, women's, immigrants', gay, solidarity and other groups. Many people have used our microphones to express their opinions, information, anxieties and concerns, in person, by letter and by telephone-calls.
CONTRABANDA FM is the only station covering the whole of the Greater Barcelona area with three million inhabitants that provides an alternative to the commercial and institutional broadcasters.
There is an enormous contrast between the atitude of the Barcelona City Council in promoting an open, modern city, the capital of the Mediterranean, and the fact that they have chosen our frequency, 91.0 FM, thus eliminating the only genuinely open, modern voice on the dial; when the City Council already has a municipal radio for each of the City's ten districts.

Your letter to the Barcelona City Council should include the following points:- that the City Council should withdraw from 91.0 FM which is the frequency of CONTRABANDA FM.- the consitutional obligation of the competent authorities to guarantee and protect true pluralism on the airwaves.- that a city such as Barcelona has a need for a radio broadcasting option differing from those belonging to commercial interests or the administration.

Dear Sir,
We have been informed that your administration has been occupying CONTRABANDA FM's frequency, 91.0 FM, since 19th January 1996.
This action of yours silencing CONTRABANDA FM has astounded us, as we value this radio's open, supportive role in giving a voice to immigrant and other social groups which are otherwise poorly represented.
We wish to state our disappointment with the Barcelona City Council for not respecting CONTRABANDA FM's existence, a station which is known worlwide.
We ask you, with all due respect, to recognise the existence of CONTRABANDA FM as a means of comunication essential for pluralism in the Metropolitan Area. We therefore request you return 91.0 FM to this station in order to guarantee its continuity.
Firmly believing that you will do all in your power to ensure the conditions necessary for CONTRABANDA FM to function at 91.0 FM, we look forward to your reply at your earliest convenience.

ens hem assabentat que la vostra administracio ha ocupat la frequencia de CONTRABANDA FM, el 91.0, a partir del 19 de gener de 1996.
Ens ha culpit aquesta actuacio vostra que ha aixafat CONTRABANDA FM, emissora que valorem per ser un mitja de comunicacio que dona veu a col.lectius d'immigrants i grups socials poc representats, pel seu plantejament obert i solidari.
Volem expressar la nostra decepcio que a una ciutat com Barcelona l'Ajuntament no respecti l'existencia d'una rOdio reconeguda arreu del mon com es CONTRABANDA FM.
Li preguem amb tots els nostres respectes que reconegui l'existencia de CONTRABANDA FM com a mitja de comunicacio imprescindible per a la pluralitat radiofonica a l'Orea metropolitana. Per tant, desitjariem que retornes el 91.0 a aquesta emissora i que en garantes la seva continuitat.
Estem convencuts que fara tot el que estigui en les seves mans per assegurar les condicions que permetin el funcionament de CONTRABANDA FM, al 91.0.
