The Project On Government Oversight (originally the Project on Military Procurement) was founded in 1981 as a nonpartisan watchdog organization focused on defense spending and government accountability. POGO became a key institutional home for the Military Reform Movement's civilian wing. Pierre Sprey, Boyd's Fighter Mafia co-founder, was closely associated with POGO's defense work. The organization provided an institutional platform for reform ideas that the Pentagon's internal culture suppressed, and continued the reformist mission after Boyd's death. POGO represents the institutional legacy of Boyd's "To Be or To Do" ethic — an organization built around the principle that accountability matters more than institutional comfort.
