Gary Hart, Democratic Senator from Colorado (1975-1987), was the most prominent political sponsor of the Military Reform Movement. Hart attended Boyd's briefings and became convinced that Pentagon procurement culture was producing expensive, complex weapons systems that were inferior to simpler, more effective alternatives. Hart co-founded the Congressional Military Reform Caucus with Republican Representative Newt Gingrich, making military reform a rare bipartisan cause. Hart incorporated Boyd's strategic concepts into his national security platform during his 1984 presidential campaign, bringing maneuver warfare ideas to a national audience. Though Hart's political career ended in scandal (1987), his role in giving the Military Reform Movement congressional legitimacy and visibility was significant.
